    Microsoft's built-in Design Ideas feature suggests layout options for the slide you're currently on. It's free and needs no upload, but it works slide-by-slide, not across a whole deck, and offers fewer style choices than a dedicated redesign tool. We haven't formally tested this one ourselves — this is based on Microsoft's own documentation.

If your content is already written and you want it redesigned — not rewritten — BetterPPT and PowerPoint's own Designer are your two free-to-cheap starting points. Kimi and Gamma work, but expect a template-fitted result rather than a design built around your specific content.
